Soft-story program tier

Official Mandatory Soft Story Program dataset with one property row keyed by assessor block, lot, parcel number and address. It publishes the four programme tiers and a current programme status string, plus point geography and source/portal timestamps. It does not publish a separate engineering deficiency, retrofit permit identifier, completion date, or present-resistance certification; status values such as “Work Complete, CFC Issued” must remain authority programme statuses rather than derived safety findings. Portal metadata says weekly change and publication frequency. The live dataset contained 4,945 rows and a uniform data_as_of of 2025-07-31T01:02:58.134 when checked, so the stated weekly cadence and observed currency must both be retained.
